Should community colleges support ESL students to reach their goals IF the goals dont seem to align with the mission of the community college?

I really don't know how I feel about colleges supporting the ESL student to reach their goals that's aren't aligned with the mission of the community collage because they barely help American's reach their goals if they are not align with the community colleges. CC's already don't have the proper tools and funds to help all its students, its not fair for them to go outta there way to do for foreigners when you have students like me who are struggling in CC.
